Create Post Office financial services to serve the unbanked and keep the Postal Service solvent.

By creating Post Office financial services, people who have little or no access to banks or other institutions could create a savings account with the Postal Service or avoid payday and other high cost lenders for a short term loan.
The services would also create jobs and increase revenue for the Postal Service, helping keep it solvent to serve it's core purpose, delivering the mail.
This is a win win and it can be done without congressional action.
This makes too much sense to not do it.
