create the Preparation To Prevent Devistation Act to utilize plowing dead crops down to prevent the spread of wild fires

This would be a tax incentive/grant program to offer deductions to farmers and land owners to plow their dead crops and grassy fields into the dirt to prevent that kindling from fueling wild fires, allowing the devistating levels and spreading the distances that the fires do.
A tax deduction to farmers/etc for using thier own fuel and resources to ploy down dead fields or triple deductions for livestock purchased for the sole purpose of eating those fields down to dirt. Grant money to be provided to those just to cover the cost of ploying those fields if they do not have funds at such time.
If the administration does the math, they will find that the cost of paying before to prevent these disasters will save billions in relief funds and will boost the economy and save livestock and life
