Create a process to allow US citizens to opt out of social security, so they don't have to pay in and can't collect.

Allow citizens to walk away from the social security nightmare. This would allow them to save more independent of government programs. Possibly create a retirement account type that has manditory contributions, but belongs to the individual that pays in. The same way that the private sector generally opts for 401k plans over pensions.
