Create a Proclamation against unwarranted and unnecessary force upon a suspect who is not attacking them.

When a police officer, especially numerous officers use unwarranted and unnecessary force upon a suspect who is not attacking them, this is clearly a form of torture. Such acts and injures are against the true values of our civil rights, is the primary reason for riots resulting in injures and property damage. In my opinion it seems to be the sole pleasure of the person inflicting the pain and in developing their skills to inflict bodily harm. Similar to Abraham Lincoln's Emancipation Proclamation, President Obama should create a Proclamation against these cruel and unjustified acts. In this Proclamation it should be stated the perpetrator must not resist arrest.
