The Federal Renewable Energy Tax Credit provides a 30% Tax Credit for renewable energy projects. The American taxpayer's money would be better spent providing subsidies based on energy production instead of total system cost.
System cost varies based on an areas market.
For Example: A solar PV $3000 tax credit could provide 1KW of energy production in a competitive market and only 0.15KW of production in a rural area.
An incentive based on production would give American taxpayers more clean energy their money.
