Create a program for drug offenders in prision or jail which will release the prisoner and cut the cost for tax payers

We the people of the government are responsible for paying taxes, and we are consistently paying into the jail systems. The Eighth Amendment of the Constitution is about cruel and unusual punishment however we are paying for low-level criminals to be put behind bars for terms which would constitute cruel and unusual for these type of convictions. Those people convicted of petty theft, drugs, or victimless crimes with no violence in the past need to be referred to community programs and not incarcerated. If we as a nation work towards employment for felons rather than incarceration the crime rate will decrease. So I move to release all low-level offenders from incarceration and mandate an employment program for these offenders which ultimately will increase US revenue and benefit taxpayers
