The Federal Government should provide assistance [financial support to programs, matching grants and loans to persons] to educate and retrain persons without employment or with low employment skills. The focus should be on training/retraining non-college students to bring people back to the workforce in relatively high paying skilled jobs; returning Vets might also be a focus. Each state could have its own program and use its Community College resources and the SBA or Vet Admin could provide loans and grants for persons going back for the retraining. The area of most need at present is the STEM field so that the program would focus on retraining persons to work in those fields and related industries.
