Create a program to fund writing of Open Education Resources to replace printed textbooks on all subjects at all levels.

A few states, mainly Texas and California, together with a number of textbook publishers, have a stranglehold on textbook design, creation, purchase, and use in the United States. However, low-cost netbook and tablet computers now cost much less than printed textbooks. A modest level of funding for digital Open Education Resources (OERs) under Creative Commons licenses, for all subjects at all levels, would end the stranglehold. States would be able to adapt the standard texts to their own requirements, as would other countries.
