Create a program that promotes and protects political candidates at the local and city level

Create a federal program that promotes and protects local and city candidates especially in the rural areas of America. When someone declares candidacy in a local election, there is still an immense repsonsibility and vetting process, which subjects the candidate to incredible scrutiny by the local electorate. This can result in great friction with exisiting smoke filled room mentality,that want to keep things status quo and are adamantly opposed to change, Even in the local arena there are professional politicians that suppress and oppress those who are not in favor. In rural areas,many times gun control, background checks, women's rights, ACA, and green energy are viewed as communistic and socialist and even anti-American. We should have a local "super-pac" for local candidates.
