Create program where all Wellfare recipients must work to recieve money from government unless certified handicap.

Create Welfare reform that includes government jobs
for all who recieve wellfare. Make jobs that improve roads, parks, and bridges and communications and direct all welfare recipients to work. All recipients must work in order to recieve wellfare unless certified handicap of more than 25% by 3 seperate doctors.
(Unless 3 doctors state that recipient is unable to work)
All wellfare cut off until certified by 3 seperate doctors
and 1 welfare officer who has at least attempted to find
a suitable job for recipient.
