After the Citizens United ruling by the United States Supreme Court, government agencies regulating and administrating the fairness and efficiency of elections on all levels of government are being overwhelmed in what is already a inefficient and antiquated electoral process. This was made evident in the election of 2012, where voters were made to wait several hours to exercise their franchise, and where inefficient communications, command & control at polling places resulted in confused and uneven implementation of rules and regulations.

It seems only appropriate and prudent that a progressive tax be instituted to offset these expenses,&to create the very best practices in electoral processes, then to offer this support to all polls in United States of America in exchange for compliance.
