All financial punishments must be changed from the current inequitable system to a one based on PROPORTIONAL PENALTIES. All penalties should be based on the TOTAL WEALTH of a person or corporation & not fixed amounts. Currently, guilty parties who are wealthy factor in government fines as just another business expense. This practice must end. With a new system where a perpetrator is fined for their part in civil/criminal offenses they would be forced to pay a percentage of their total wealth, rather than small fixed fines. A proportional punishment system would force offenders to comply with laws or face a much greater financial liability. Adherence to laws would dramatically increase thereby protecting other citizens from harms by irresponsible or criminal parties.
