Create a proportional social obligation on tax declarers whose assets and income exceed $10 million.

Income inequality is substantially evident today. If we were to create an obligation for top earners and wealth holders in our country to invest in the lower class via an individualized tax system, it would have an enormous impact on the gap between rich and poor as well as the social engagement of our country's citizens. Instead of just taxing the rich, we require them to put a certain amount of their money directly towards a program, non-profit, group, individual, or educational institute that benefits lower income citizens. The exact recipient of the funds would be of their choosing. This would incentivize philanthropy and grant freedom to the wealthy while maintaining a responsibility to invest in fellow citizens.
