create protections/incentives for high schools allowing creation of Gay-Straight Alliances or other LGBTQ organizations.

I hope to create community awareness and acceptance of LGBTQ students and other young adults. In my own community I do not feel safe, and fear that any action to creating an organization would be forbidden or rejected. Just as we allow religious clubs, we should also encourage and allow clubs for LGBTQ youth.
