Create public access for bills being voted on by congress and limit the length a bill can be.

It seems that "we the people" has become "we the government." The government is voting and passing enormous bills that have great effect on our country and are full of pork. The public does not have enough information to make an informed decision on how to tell our elected officials how we want them to vote. We have been told "we have to pass the bill to see what is in it." My petition is two parts:
1. Provide "plain-English" access to what the bills are before congress so the pubic can view and give feedback.
2. Limit the length a bill can be. If a bill is more than 5 pages (or some determined appropriate number), it should be proposed as another bill. Put the pork where we can see it.
Congressman should not be forced to read a 2000 page bill or vote without reading a 2000 page bill
