Instead of trying to indirectly spur employment with tax incentives, public works spending, and aid to state governments, a public service jobs jobs program would put the unemployed to work Immediately.

The new jobs would be funded by Congress and allocated among the States and Counties based on the local unemployment rate. No money would be used to fund existing positions, only new ones created by this legislation.

The application process and eligibility criteria to be followed will be set by Congress.

This legislation is patterned after the anti-recessionary CETA program (Comprehensive Employment and Training Act) of the 1970's.
