Create a "Put Americans back to work tax relief act".

I suggest the Government create a policy/act/law that would allow businesses to write off 50% of the salary for any employee they hire that has been on unemployment for longer than six months, not to exceed two years or for the length of employment not to exceed two years. This action should remain in effect until the national average of unemployment drops below 6%.
