Include quality of life aspects in the rating decision for Disabled Veterans.

The rating schedule for disabled Veterans is designed to compensate a Veteran for the loss in the ability to perform work and tries to compensate accordingly. This rating schedule only takes into account the ability to perform work and does not take into account any quality of life issues caused by a disability. An example would be a Veteran loses an arm and is compensated at a percentage based on his loss of ability to perform work and goes to reason the Veteran cannot assemble Legos as efficiently as a person with two hands. However the Veteran is not compensated for having to relearn basic abilities and go through life being challenged to do activities we all take for granted.
