To set up a mechanism akin to the Prime Minister's Questions held in the House of Commons. This could be between the President and other members of Congress by party, and should be unstructured, spontaneous, and address questions each member of the legislative branch wants to come up with. It should not be long-winded nor an opportunity to make stump speeches, and answers need to directly address the question that was asked.
