The solution to hyper-partisan politics
The new rules:
1. Congressional Districts will be done by a consortium of 5 major university Geography departments using Department of the Census Data and other geographic data bases.
2. One Man – One vote. (1)
3. Boundaries will have the lowest possible ratio of perimeter to volume. (2)
4. Existing local county, city and neighborhood boundaries may be considered. (3)
5. The data used must exclude all information about voting patterns, political affiliations, voter surveys or any other information that reflects political inclinations or preferences.
6. The rules 2 thru 5 take precedence over each other in order.
