Create regulation for private banks to convert Option-ARMS bought post 2004 and pay off lost principal to homeowners.

Private banks, such as Chase, etc. have not been hold accountable, despite having tanked the economy and many homeowners savings. Option-ARMS are responsible for negative equity, and combined with a deteriorating market create a perfect case for many foreclosures. Option ARM's With Teaser Rate Disclosures are potentially fraudulent under State Law and Option-ARM's need to be converted into payable, stable 30-year loans. In order for homeowners to be able to hold these loans after often having lost their 20% down-payment and additional value due to the collapsing market, the banks need to pay down the difference between what homeowners have paid and what their home's current market value officially states. We can't pay three times for fraudulent practices and we need help.
