I propose legislation be drafted to explicitly allow the use of self-driving cars, set standards for them to adhere to, provide legal guidelines for their operation, and demand standards for car-to-car electronic communication.
This technology could vastly increase the speed and efficiency of roads, reduce our gasoline and oil use, and increase the public safety. Most importantly, the technology is already available. We only need provide a legal framework to encourage development.
Ultimate responsibility for the vehicle should be on the owner; this will encourage development since car makers will not risk litigation in every collision. However, consumers also should be insulated by placing liability on auto manufacturers for inherently flawed systems, as is the case for current cars.
