Create regulations regarding the placement and/or use of L.E.D. signage along public roads and highways

L.E.D signs along public roads and highway are often distracting and unnecessarily bright, especially at dusk. I believe that some signs of this nature are a safety concern for motorists because they may temporarily blind motorists and increase the likelihood of accidents. Regulations should be made in order to limit the strength of the luminance (brightness) from these signs when it is dusk, since much less light is necessary to make these signs visible during periods of darkness. This could probably be an easy issue to solve by installing a "dimming" device via the use of a timer or a sensor. In the very least, data should begin to be collected in order to determine if this is a legitimate area of concern for motorists.
