Countless Americans are unemployed, yet small businesses are (simultaneously) suffering a "critical lack of qualified workers".
Help these two groups fulfill each others needs -- basically, do this*
* As described in the "Wingham Rowan: A new kind of job market" video by TEDtalksDirector on YouTube, set up the regulatory framework allowing consortiums to bid on right to set up an electronic labor market so small-businesses can quickly and easily hire temporary worker, and people who cannot hold a full time job (because of disability, family obligations, etc) can participate in the labor market.
Don't make more government agencies, just set it up the regulatory framework (as has been done for state lotteries), and let the free market work out the details.
