Create a required National Gun Registry and National Gun Purchase Background Check to help reduce mass shootings

In light of the recent rise in mass shootings which were done with legally purchased guns by mentally disturbed individuals (i.e. Newtown, UC Santa Barbara, and others), the following regulations should be mandated to limit the likelihood of future mass shootings by mentally disturbed individuals:

1. National Gun Registry: all lawful purchases of guns and ammunition in the USA should be documented in the registry. Not publicly accessible- only viewable by law enforcement officials only to help identify any potential dangers of large stockpiling of firearms and ammunitions.

2. National Background Check for purchasing guns and ammunition that requires gun licensees to have annual: Psychiatric exam along with criminal, motor vehicle, and online violent text/video post check
