Create Restrictions of Ownership of Assault Weapons: Congress to create legislation to satisfy 2 critical needs:

1:  Removal of assault weapons from use in the general population
2:  Provision for Americans to own/operate automatic assault weapons in a controlled environment  
Required steps:
 a) Congress and gun industry experts to identify automatic assault weapons to be affected
b) Affected weapons are to be registered and reside under "lock and key" in accredited/regulated gun clubs
c) Congress and gun industry leaders to define guidelines to regulate gun clubs
d) Assault weapons must remain at the gun club at all times. Weapons NOT to be removed other than for a national emergency (example: foreign threat on US soil)
e) Congress to define what constitutes a "national emergency", thus warranting dissemination of assault weapons into the general population
