We call for a new and revised Immigration Reform and Control Act of 2013 to encompass illegal immigrants who entered the United States after January 1,1982.
This is based on IRCA of 1986 (enacted November 6, 1986) along with the Simpson-Mazzoli Act.
In brief the act would:
1) Legalize illegal immigrants who entered the United States after January 1, 1982 and have resided here continuously with the penalty of a fine, back taxes due, and admission of guilt.
2) Legalize certain seasonal agricultural illegal immigrants.
