Create "Rollins Pass National Monument"

Rollins Pass, in north Central Colorado, is a pristine 24 mile route over the Continental Divide. It's first use was by Native Ute tribes that built stone walls and blinds for hunting. Later, a wagon road was built over the pass. Finally, in 1903, David Moffat built the highest elevation standard gauge railway ever operated in North America. A great number of historical artifacts still stand on the Pass.
Land traversed by Rollins Pass is fully owned by the Federal Government, and is managed by the National Forest Service. National Monument status, as outlined in the American Antiquities Act, is urgently needed to consolidate responsibility and funding for preservation and protection of this vital and irreplaceable piece of American history
