Create a rule that the Federal Government will not pay more than normal retail price for any prodcut or service.

The Federal Government shall not pay more for a service or product than a regular consumer pays for the same product or service. For example, the Federal Government pays more for bulk cell phone service, cell phones and computers than a consumer pays for one when they walk into a retail store and does not have the buying power of the Government. We often times hear about the $500 hammer or the $10,000 toilet. No Procurement Officer should authorize payment of any product or service that is more expensive than if a private citizen was to buy it on their own. Also the Federal Government should not allow any Agency to purchase services or products for future use that may not be used. While agreed upon prices can be a good thing no Government money should be obligated for 'future' use.
