create a rule that in non violent drug cases that the defences is spending is limited to the prosecutions spending

currently under our laws drug crimes are prosecuted against the dealer while the user goes free. Part of the reason for this is that a well off family that has a drug user in residence usually has more resources to evade prosecution by drawing out and driving up the cost of said litigation this change would make it easier to prosecute the user and drive down demand. This will go a long way into driving down the drug war in Mexico
