create school/public security marshals

These marshals would carry out duties similar to how air marshals are used for public airlines. The marshals would blend in posing as civilians such as students, faculty members, or workers. A school/public security marshal could also be placed at any public area such as a grocery store, movie theater, or mall. School/public security marshals would be trained and authorized to use deadly force if necessary on a threat to public safety such as an armed attacker. school/public security marshals would offer an immediate defense to those in need during public shootings and other violent attacks.
