Technology exists to determine the nature of human thought. It is well studied and well understood the functional MRI (fMRI) can differentiate the source of selfish vs. altruistic thoughts.
Put this technology to use as a score given to candidates on a standardized test.
The score would be made public, just as other public documentation (tax returns, etc.), to allow votes to be better informed of the character of candidates.
