I believe the 2nd amendment was intended to marry citizen gun ownership with participation in a State Militia per the 2nd amendment clause.
Perhaps requiring all guns which use a clip that holds over 5-10 rounds should come with the requirement that the owner be registered with a State Militia?
BALLISTICS MICRO-STAMPING could be used to identify the gun with the owner and kept in a database of registry for members of a State Militia.
Since most guns currently in the hands of the population are not fitted with this technology, I believe each box of ammunition should be stamped and registered at the point of sale, linked to registration/membership in a State Militia.
Members of a State Militia would require training as well as a yearly verification of continued ownership of the gun.
