Create a separate agency to oversee/monitor America's police force independent of any other organization.

With the many instances of alleged police brutality occurring daily in the United States and the limited amount of regulation on said police departments, I feel it is time for America to create an agency to be solely dedicated on monitoring and investigating the police forces across America. It is clear that the members of law enforcement have a bond and unspoken agreement that will not be broken. I personally have no opinion on the current cases facing America because I do not have enough information, which is predominately why I feel this newly created federal organization is necessary. The FBI has too much to deal with already so we can not solely rely on their resources.
