Create a separate department and regulations that promote instead of punish Farmers Markets and their vendors.

Farmers Markets should have clear and separate guidelines to follow than any permanent food establishment or processing plant. It should be consumer driven and just overseen by persons knowledgeable about food, farming, canning and other issues that frequently arise as a resource; not a policing entity. Standards of food safety should be Federal and uniformly enforced as a condition of selling at a market, but the vendors should not be subjected to numerous and costly fees and inspections by local department pushing their own agenda.
Low acid canning certification classes should be held at a low cost and locally for small operations, and that the definition of "low-acid" products be re-evaluated.
Promoting local producers should be the key goal.
