The active duty personnel should be separated into its own electoral college votes based on the nunber of personnel with a limit of 3. The people that can serve as the representatives should be the leaders of the U.S. Navy, Army, air force and Marine corps. This will ensure all theor votes are counted. Also, there should be electronic onsite voting machines just as therr are for the states where the voters may go to vote on a specified set of dates, even while deployed, so that we are not relying on their votes to be mailed in.
