It is well documented that crime rates drop when States have adopted more liberal concealed carry permit. The Second Amendment to the Constitution grants every person the right to keep and bear arms, and this has been reaffirmed by the Supreme Court of the United States.
The Federal Government should create a "Shall Issue" concealed carry permit for any applicant that meets the federal requirements to purchase a handgun and who has completed a State recognized firearms safety course.
Financial burden for this can be minimized by utilizing the Federally licensed firearms dealers as the gatekeepers for this program. When a Federal Firearms License holder certifies on penalty of perjury that a person has met the requirements, then the Federal government shall issue a concealed carry permit.
