“Clean Bill Act” – Proposing to establish a requirement that all laws, and all language contained within the laws up for consideration, are specifically tied to a specific single line item category or bill heading/ type such as “transportation,” “healthcare,” “education,” etc.
For instance, if a bill is being presented to build a bridge it should not be added to a bill for healthcare. To propose to build a bridge you would put it in a Transportation bill.
