Create small business startup capital fund for minorities & economically disadvantaged who cannot obtain loans/finance

This petition is to allow a startup capital fund for minorities, economically disadvanted those in poverty or getting out of jail or in govt housing or wellfare the opportunity to have funding to create and establish small businesses. The problem is we cannot obtain traditional loans or lines of credit . Because of the living paycheck to paycheck and the responsibilities that come with self preservation under these conditions. Which lead to a lot of dreams unfufilled the next great invention or breakthrough discarded and a lot of recuperated good people who made mistakes and paid the debt to the country who want to start businesses and create jobs can't. The SBA has funding and isent any help in capital or the SOC or banks for those in this particular situation.
