The society will still be apart of the U.S.A. and occupy only one state. Anyone may come to live there and things will work like they do in the world of divergent. People of any age may come and for their first time going if intending to live there they're transportation will be provided. if one is younger than the age of 16 they will be assigned a caretaker. If younger than they will be assigned a faction at random if older then that person may choose. If caretaker is with anyone younger than 16 they will go to live with them. One may become a caretaker within the society at age 16. To be assigned a child one must give they're consent.
