Some software is buggy or poorly-designed. You just gotta deal with that. But then there's software that's just so aggressively rubbish that it makes you want to punch your computer screen.
I propose that America create a "Software Jail" for the nation's worst offenders. This facility would be completely disconnected from the Internet so that offenders could not do any more damage to the world during their rehabilitation, and would offer software design classes so that hopefully we can turn these folks from being a drain on our sanity and our economy into at least passably-competent software developers.
Also I'd like to personally be appointed Software Czar, granted sole authority to sentence people to software jail whenever I see fit.
