Create the space laser that Regan told the Russians we owned.

As a citizen of the United States, I feel it is necessary to construct the missile interceptor that we told the Russians we owned. I am afraid that if they consistently journey to space, they will realize that we do not however own this laser. I am only saying this because if they realize this, then they will start the Cold War again and we won't be able to win the same way.
