To Create a special National Drivers License for people that can pass the D.M.V. Drivers test that has been suspend because of fines or any other reason.So the can drive only to there Doctors appointment, To Work, To get groceries from the nearest supermarket.
This will help people that has had there drivers license taken away for unpaid fines or for other reasons so they can keep there job, go to there doctors appointment and buy there Groceries. There are many cities that do not provide public transportation and people that live in rural areas can have health dangers if they do not have the rights to drive to these locations. We as the people should have the rights to drive to these locations when there is no other way for us to get there.
