I propose that the Obama administration allow plans on the federal and state health insurance exchanges with the following characteristics:
1) They protect against only serious injury, or surprise medical emergency.
2) They enroll only those born after January 1st, 1978, that is, 35 and younger.
Allowing this would accomplish the following, people looking for insurance between the ages of 26 (if covered by parents insurance) and 35 (old enough that a yearly check up and other preventative care begins to matter more) would choose this plan almost exclusively.
This would drive down the plan cost for the 'young invincibles' who can't afford the health insurance they are required to purchase and thus increase participation in the health care exchanges.
