In our society, there are millions of intelligent children.
But some kids don't get the opportunity to utilize their intelligence for the good of society. They live in ghettos, they are in severely poor families, or perhaps they are orphans.
The US government should identify young children(ideally 5 and 6 year olds) who demonstrate very high levels of intelligence, but live in situations where they wouldn't be able to reach their potential.
Then, with families' approval, the kids are put into the magnet school. It is a K-12 program, for the best and brightest poor kids. the government pays everything - including family visitation privilege.
