A plan to increase the funding for the manned spaceflight portion of NASA without increasing income taxes. Placing a small sales tax on science-fiction related items -- books, movie tickets, comic books, etc. -- as a way of generating revenue for the manned spaceflight portion of NASA.
Given the deplorable state of the program and the difficulty in getting any sort of budget increase to the agency, a specific-use sales tax would generate revenue for the program from some of its most-ardent supporters: science fiction fans.
