Purpose of this petition is to require individuals to have an IQ test admisitered at the time of submitting for a marriage license. Hopefully preventing uneducated individuals from having multiple children that are raisied in an unsuitable environment and living off the system.
Individuals would be required to meet a certain IQ level before allowed to have and raise children, increasing the child's chances of being raised in a healthy environment.
