Create standard rules of etiquette to be included into national educational requirements.

An updated and modern form of etiquette rules, based upon George Washington's Rules of Civility and Decent Behavior (1748) should be made required reading for all students in every Elementary, Junior and High school in the United States. Tests on this book should be included on finals as a requirement to receive a high school education. When classes on etiquette are made mandatory, the long term effect may very well be a drop in the behavior that leads to delinquency, which leads to incarceration in many cases.
