Create a standardised rule system for schools.

Though it is important for schools to have strict guidelines for what students can and can't do, some of the rules and punishments decided by local authority are unreasonable and can even interrupt education. At my local high school, having phones out during lunch is an offense punishable by having the device taken away, one hour of after school detention, and a referral. This punishment is non arguable whether you are studying, or even getting a ride home. For every time that the punishment is argued, an extra hour of detention is added. This is just one example of some of the ridiculous things done for the most innocent of actions. What should be done is for a regulated rule list that will prevent these quite ridiculous punishments and create a more friendly learning environment.
