Create the State of Columbia, including DC and the original 100 sq mi diamond by buying back the VA portion from VA.

Re-purchase the VA portion of the original 100 sq mi DC, and consolidate and incorporate Arlington County VA and a portion of Alexandria City VA as the city-county of Alexandria. Capital at Alexandria and name the state Columbia. The reamaining portion of Alexandria City VA is renamed New Alexandria City, VA. Remove building cap height limits outside the National Mall. Build banned-book library in Alexandria, Columbia as white marble pyramid with modern rectangular windows in random pattern. Re-landscape National Mall, re-purpose the National Cathedral, and give America a capital to be proud of.
